“The broader story here, to me, is that presidents over-promise,” Perry says. “Given the polarization that we have and the close divisions that we have, particularly in Congress, it's very difficult to make good on those promises, which then undermines that particular president and that particular party, and more seriously undermines the presidency as an office and our federal government as an institution.”
